Ahead of the European Council on 17-18 July on the EU budget and recovery funding, WWF has written to EU leaders and ministers highlighting three critical issues:

- The need to turn the 25% climate spending target of the EU budget as a whole (including Next Generation EU), and 30% spending proposal made by EU Council President Michel, to a 50% target for both climate and environment spending;
- The need to implement the ‘do no harm’ green oath of the European Green Deal - as proposed by President Michel - in a concrete way in the EU budget and recovery package, by using EU taxonomy criteria;
- The need for the Recovery and Resilience Plans of every Member State to systematically contribute to the green transition. Plans should follow the ‘do no harm’ approach, and ensure at least 50% of funds to benefit climate and environment.
